St. Luke’s University Health Network recognizes the vital role in which first responders play in providing quality patient care to the community. Recognizing that role, St. Luke’s University Health Network created the Pre-Hospital Services Department to bridge the gap creating a continuum of care for all patients and establish a connection to all first responders.
Resources & Advocacy
St. Luke’s Pre-Hospital Services provides necessary resources, feedback and advocacy to our EMS providers, firefighters, 9-1-1 dispatchers, police officers and other pre-hospital providers who are committed to serving our patients and communities.
Part of our responsibility is to encourage, foster, and promote the continued development of an efficient pre-hospital system. These goals are met by educating, communicating and developing a lasting collaborative bond between hospital clinicians, hospital administrators and first responders.

The PA MEDIC app is used to track and communicate real-time ED capacity and divert status, allowing EMS providers, ED staff, and 9-1-1 communication centers to see live updates on hospitals that are temporarily unable to accept patients.

Pre-Hospital Liaison roles:
- Ensure top decile EMS provider satisfaction and ensure EMS voices are heard
- Continuously explore and deploy programs with/for EMS which improve EMS workflow, patient/customer satisfaction, and access to care
- Serve as the first line health network contact for regional pre-hospital providers
- Plan, organize, and coordinate educational opportunities for our pre-hospital community (including EMS Week activities)
- Provide patient feedback for pre-hospital providers
- Represent the St. Luke's University Health Network at regional EMS events and conferences
- Assist the pre-hospital community in identifying and addressing concerns or suggestions related to St. Luke’s University Health Network
- Propose and assist in the development of new programs and services based on the needs of the pre-hospital community
- Assist Health Network Service Lines with maintaining accreditation's specific to EMS involvement

At St. Luke’s University Health Network, we are committed to delivering quality, cutting edge, easy to access pre-hospital education. We offer ongoing continuing education courses on a monthly basis via virtual format using Microsoft Teams. If you or your team are interested in a specific topic or would like an education session at your facility, please contact your EMS Liaison.

EMS patient demographics and clinical information
We believe efficient communication and coordination between pre-hospital and hospital resources can have a significant impact on patient outcomes. St. Luke’s works to improve EMS workflows and patient outcomes through up-to-date, aggregated patient information for continuity of care and quality improvement.
Up-to-date, aggregated patient information from many sources is essential for continuity of care and clinical quality improvement.
Zoll/EMS Charts HL7 Care Exchange (preferred method):
- Send ePCRs and EKGs to hospitals electronically in near real-time
- Streamline patient hand-off, reduce ED wait times
- Reduce back-end operations and clinician charting time
- Automatically attach EMS run reports to patient charts
- Shorten door-to-treatment times to improve outcomes
How to import patient data using EMS Clinician Care Exchange:
- Start a new EMS Chart
- Go to Patient Look-up (on Page 2) and Add New Patient
- Enter the patient’s CSN (provided by registration) into the HL7 Hospital Import field
- Select the patient for import and continue charting
EpicCare Link for EMS:
EpicCare Link provides you and your designated clinical staff with a secure platform to obtain your patient’s clinical status and any other relevant EMS patient encounter/follow up required. For administrators and clinical staff needing long-term follow-up, lab results, and imaging.
